In 1975, theĀ Child Support Enforcement (CSE) program, a federal initiative designed to ensure that non-custodial” parents “financially contribute to the upbringing of their children. Administered by the Office of Child Support Services (OCSS) under the Department of Health and Human Services (HHS), the program partners with state and local agencies to locate parents, establish paternity, set and enforce child support obligations, and collect payments.
